Before coming to the Bar, Tom was an In-house Solicitor for 5 years at Moonee Valley City Council. He was also the Manager for Properties and Legal Services which incorporated the roles of the Municipal Building Surveyor, Manager Statutory Planning Enforcement and Manager Property Services.
